NEW YORK -- Mayor Michael Bloomberg Monday unveiled ground-breaking reforms designed to increase competition to build New York city ’s infrastructure and drive down the cost of city construction projects. Named in the mayor’s announcement were partners Arthur Silverman and Robbie MacPherson who were key members of the Construction Cost Study Group, an 11-member group of industry leaders charged with identifying the measures.
The policies identified by the group are focused on construction contracting and claims resolution and are expected to result in significantly reduced costs and more reliable bidders for public construction projects, including streets sewers water mains and bridges, as well as other projects such as parks, police precincts, firehouses and courthouses.
In addition to the work done by Mr. Silverman and Mr. MacPherson, the Construction Law Committee of the Association of the Bar of the City of New York, which is chaired by partner Fred Cohen and on which associate Jessica Singh is a member, also issued a lengthy and thorough report covering some of the same issues, as well as others. That report was distributed throughout the cognizant departments of the New York City Government and elsewhere and has proved a highly influential document, according to Arthur.
“Here you have four members of our New York Construction Department taking lead roles on public policy matters of great importance to the City of New York ,” Mr. Silverman said.
He continued: “We have, without any doubt, the preeminent construction practice on behalf of owners and developers in this great City. The roster is a Who's Who of institutional and private owners and developers.”
